The quality of the reflective surface will be dependent upon the surface roughness of the substrate.

The quality of the reflective surface will be dependent upon the surface roughness of the substrate. If the aluminium or steel sheet is not already a mirror finish it may be worth using a polymer planarisation layer first to get a flat, smooth surface on which to deposit the metal. This polymer layer is likely to require a plasma treatment to functionalise the surface to get high metal adhesion.
To get high UV reflectivity is has been known for a thin quartz layer to be deposited on the metal to protect the surface from oxidation.
